If you want to enable or dissable registry editor than fallow below method
Log on as Administrator on you pc. For Windows Xp go to Start > Run. For Vista Click on Start Then type in gpedit.msc and hit Enter on your Keyboard.
Yo will see the Group Policy Editor. Then navigate to User Configuration > Administrative Templates > System.
Now find and double-click on Prevent access to registry editing tools Then select either Disabled or Not Configured and Click OK.
Now close the Group Policy Editor and restart your PC
